manage new security restrictions

How are the new security restrictions managed? I checked in the local security policy and there is nothing with regards to file securtiy or administrator account restrictions.

UAC is what causes administrators to run in a non-admin context unless promoted.
You can turn this feature off here:
Control Panel -> User Accounts and Family Safety -> User Accounts -> Change Security Settings
